Assistant professor at the Department of Investments at the University of Economics in Katowice, visiting lecturer at universities in Germany, France, Spain, Columbia, the USA. Head of the Legal and Economic Consulting Department at Grupa KLB, cooperating with the Commercial and Insurance Law Firm of Dr. Hab. Radosław Pacud (legal services for companies and investment law consulting).
Member of research teams dealing with, among others, the issue of the impact of public intervention on the real estate market and the legal and comparative analysis of the functioning of legal systems in the field of public intervention and its impact on investment processes related to the implementation of public projects. Advisory and expert activity for various public entities (implementation of investment projects, compensation of legal damages, assessment of public intervention and issues of energy transformation) for: Upper Silesian Metropolitan Union, Marshal’s Office of the Silesian and Opole Voivodeships, City of Katowice, International Airports (civil): Warsaw, Cracow, Poznań, Gdańsk, Katowice, Association of Regional Airports and the Miners’ Trade Union in Poland.
Author of publications on the assessment of the effectiveness of public intervention concerning public projects in the context of Coase’s transaction costs theory and decision-making processes related to the implementation of infrastructure megaprojects.
